Delhi gangrape: SC notice to govt on juvenile

Supreme Court has issued notice to Union of India and State of Delhi on a petition filed by a lawyer, Salil Bali, praying that declaration of a person as juvenile should be done on the basis of heinousness and gravity of offence and not on the basis of age.
